Pass the explicit variant_ids for a partial change; omitting variant_ids applies the policy to EVERY attached variant, so only omit it when the merchant asked for all of them.
Note: Async via SellingPlans::BulkInventoryPolicyUpdateJob. Omit variant_ids to apply to all attached variants. variant_ids must be attached to this offer: unattached ones are skipped and returned in skipped_variant_ids, and the call fails with 422 if none of them are attached.
